I have a Dell D610 with an external display Sceptre 24". In Gnome I am able to set this display to 1920x1200 with no problems. In KDE it defaults to approx 1200x768 and when I go to Systems Settings>Display the monitor goes blank. Restarting X gets me my monitor back Sam

I'm not sure how things are now, but your display resolution used to be desktop environment agnostic.
You may want to try setting your resolution with system-config-display, found at Applications > Administration > Display

What video hw/driver is in use here?
I ask because all that going into systemsettings->display does is query your X/driver about randr support, if that simple query borks the display, it's likely a driver bug.
