There were several bugs for video cards back in FC4 where the virtual terminals were blank. Mostnotably with the i810 video and if I recall, MGA video was effected also.
Is your system updated to the latest FC4 packages? I don't know if FC4 is completely unsupported now or if legacy still has the latest packages before FC4 was discontinued. The original packages for X were not in working order if I recall.
Your best bet would be to use a later snapshot of Fedora, like FC6 instead of trying to get the older FC4 to work for you.
What is your video card on your computer?
Meanwhile, you are probably stuck with the GUI and no terminals. Your specific language that you use might also be a factor also.

The last lot of updates should still be available from the usual Fedora repos (the ones it comes predefined with). Legacy repos were where further updates were to be found, once the main project stopped being worked on.

One could bootup in init mode 3 (append a 3 to the end of the kernel line, if one edits the GRUB options at bootup). You could then run yum to update things in a command line, if you wanted to.
