Doing a quick check, the majority is in the fedora-web repo, in
fedoraproject.org/mediawiki/fedora/main.css file. it also pulls from
fedoraproject.org/static/css/fedora.css file.
Given that it affects so many people, and I'm a relative CSS beginner,
I'd like to see someone else test and make this change if possible!
