You're right, however we don't know for sure that all

What we need is a "notification bus"... that might be the same idea of the
global app menu, showing on the corner of fedora wiki, apps, websites ?
Just an idea, not sure people woumd get the info right away from
getfedora... there should already be there to dowload

Yes, the idea could be nice Kevin, but I think Matthew was thinking about
something more prominent.
I remember this discussion came up also for F21, but the only thing we
could do (for F23 final release, not prerelease) is to add a sort of
ribbon. I spoke already with design and we can make this happen, something
like:
"Just released: Fedora 23! Available via the download links for each
edition below."
Obviously this should appear on top of the three editions, and we cannot
link to a download page from there because we have three.
Same discussion could be done for the new websites spins, labs and arm.
This might be worth a ticket to trac the request and to find the best
solution, or?
