Headsup: qhull upgrade on rawhide

Hi,
I intent to upgrade qhull to version 2015.2 on rawhide throughout the
next couple of days/near future.
This is a major upgrade, which will introduce API/ABI/SONAME changes and
likely packaging changes, as well. This update will require rebuilds of
several packages and will trigger FTBFSs, which will require package
modifications and will cause (hopefully temporary - exception [1])
broken dependencies.
Packages known to be affected:
- 3Depict
- blender
- FreeSOLID
- meshlab
- octave
- pcl
- plplot
- PyMca
- python-matplotlib
- saga
I have preliminary local rebuilds of theses packages (exception [1]) and
will try to take care about rebuilds (using my provenpackager powers),
if possible.

prerequisites for the Go/No-Go meeting. If you have any bug on the
list, please help us with Beta release. If we won't be ready by
Thursday, we will use this meeting to review blockers and decide what
to do.

This change aims to removing Perl from minimal build root.
== Detailed Description ==
When building a package in the Fedora build system (Koji), a
predefined set of packages together with their dependencies is always
installed. This is called minimal build root and it occupies about 527
MB now. In order to make it smaller, perl-generators dependency will
be removed from rpm-build package. This effectively removed Perl
packages from minimal build root (about 20 MB now).
However, this will break building all Perl packages as almost no Perl
package build-requires perl-generators and thus these packages will
miss auto-generated dependencies between Perl modules (perl()
namespace in RPM dependency symbols).
To prevent from havoc, Perl Packaging guidelines will be updated and
all packages the deliver a Perl code will be updated to build-require
perl-generators.
== Scope ==
Every Perl package spec file will be modified in the master git branch.
* Proposal owners:
Maintainers of rpm package to remove dependency on perl-generators.
Perl maintainers to insert missing build-requirement on
perl-generators into all Perl packages.
* Other developers:
Owners of packages that fail to rebuild, mainly perl-sig users, will
be asked using Bugzilla to fix their packages.
* Release engineering:
Not involved.
* Policies and guidelines:
Perl packaging guidelines will be updated to mandate dependency on
perl-generators for Perl packages.

libicu upgrade to 57.1 with soname bump in rawhide

I'll upgrade libicu to 57.1 in rawhide, which as usual comes with
a soname bump. I requested a side tag for the builds, David Tardon will
help with rebuilding the dependent packages.

Storaged extends UDisks2 API by exporting several enterprise features
(in form of plugins), such as LVM2 and iSCSI. This project is a
drop-in replacement for UDisks2, either from D-Bus or binary point of
view. The main motivation of this change is to provide the unified
D-Bus API for all the clients who are willing to manage LVM2, iSCSI,
Btrfs, BCache, LSM and ZRam.
== Detailed Description ==
Aim of Storaged is to provide unified higher level management
interface for various clients who are willing to query and manage
storage bits of the system. We plan to replace UDisks2 by Storaged,
since the Storaged itself is the fork of UDisks2 and these 2 projects
in its core haven't diverged so much (Storaged got some improvements
which popped up while using it).

Hi!
This is a reminder, that Fedora 24 "Change Checkpoint: 100% Code
Complete Deadline" is coming in a week. It's important milestone as
contingency plan may be put into effect for Changes that miss this
deadline. As always, the list will be shared with FESCo.

Expected bug state is ON_QA - Change has to be code complete and can
be tested in the Beta release (optionally by Fedora QA).
