Yes,
LiveCd caontains only those packages which are needed to run successfully OS from CD. A full installation can be found with install media.

Live media is also installable but if you are comparing the non-live DVD/CD set image with the desktop Live CD, the default package set has the difference of Openoffice.org which is only available in the former by default. Also the non-live image includes development tools, KDE etc although those are not installed by default. Does that answer you?
