Verify your repo configuration -> /etc/yum.repos.d/
Adobe's repo is not named "flash" but "adobe-linux-x86_64"
I'd say you have a conflicting repo entry for the flash plugin in
a 3rd party repo created by leigh123linux. And it wins RPM version
comparison due to a higher "Epoch" value (2 > 0). Remove that repo. When
done, please also show "yum repolist ; yum list flash-plugin".
