Noticed this too. Fed34 Workstation with Gnome on Wayland.
No NVidia. Pure Intel laptop.
I have only seen it when downloading with dnf and it happens
so fast you might miss it when not concentrating on screen.
I doubt it is a 'clever artifact'.
