It should probably be installed by default, alongside Firefox.
Well, Firefox should not be installed by default, but as long as it
is,
so should chrome-gnome-shell.
I think I'll disagree here. We've moved the extension installation to
gnome-software, and I don't think we want to offer multiple ways to do
it.
