Where to find moz-grab-langpacks?

The SRPM for Firefox contains the following source:

   Source1:        firefox-langpacks-%{version}%{?pre_version}-20171113.tar.xz

A README contained in this archive mentions:

    Generated by moz-grab-langpacks.

Can anyone point me in the direction of where moz-grab-langpacks can be found?

If there’s currently no home for this, do you think it would be best to check it in to Git
at pkgs.fedoraproject.org/rpms/firefox?  I have a couple of small fixes I’d like to
contribute back, and would be happy to submit a pull request.

It's already at https://github.com/stransky/gecko-maint and it's updated 
for WebExtension langpacks for FF58+
