VMWare/VirtualBox are other candidates. For some reason people use
the 32-bit versions of those and choose 32-bit images.
A lot of Windows instances are still 32 bit so presumably that might
have some impact and presumably if the base OS is 32 bit you can only
run a 32 bit guest even if underlying host is 64bit capable
