Divergence may not be necessary and is always a maintenance burden. So
you work
primarily in the space of upstream projects for core development
and focus within Fedora should be as a point of integration and
projects/infrastructure that help with that.
Of course. That's why I said that Fedora tries to upstream
as much as
possible, but, as your document says, that's not always possible.
