Can you put up the desired content on a wiki page and pass the link to
the mailing list ? Creating a spin is reasonably easy, what is
important is:
* figuring if the content does actually fit into a CD/DVD
* all content can be packaged within a Fedora spin
* the relevant packages are explicitly mentioned (in the form how they
are in the kickstart)
