Unfortunatly i can't attend the meeting because i will take a ferries at this 
time. I will return on August 6th.

I think the Scheduled time (22:00 UTC) is very problematic.

most of Europe, Africa and Asia will be sleeping at the time.
so only American people could attend.

i think 17:00 UTC is much more acceptable. not only everyone are awake,
but also for the Americans it is OK.

The local time will be 1 AM for me. I will sacrifice some sleep to
attend, but I also would prefer an earlier time.

I very much would like to attend this meeting, especially as I am
trying to organize Fedora volunteers for the GITEX event, coming up
8-12 September.

Thanks - so what's the best way to proceed?

I have already created a GITEX event page and the response has
been pretty underwhelming.

Part of the answer is to post to the list first, then promote Fedoran
participation any way I can - blogging, etc.

Is the meeting the proper venue for soliciting assistance, feedback, etc.?

That's why we have two meeting times.  14:00 UTC and 22:00 UTC.
Unfortunately, we have no one to lead 14:00 UTC meeting.
Any volunteer?
