A talk about digital rights a suggestion to the government

Guys,

A little background. Nepal is writing it's constitution. It is asking
suggestions about what needs to be included to everyone.
The question was also asked to us (We have a group of *nix users called
FOSS-NEPAL). Please suggest what we should write.
