There are two ways to go about the slogan -- one form emphasizes the
attributes of Fedora, the other emphasizes what people do with it.
"Making Waves" does the former, and "Make Waves" does the latter.
The
people-centric approach seems the best to me.

If "Make Waves" will be the final slogan, then I should notify the
Fedora-Trans-List. I'm currently translating the missing pieces of the
Fedora Website in spanish, and found "Fedora 9. Infinite Possibilities"
(Which made sense in F8, because of the theme Infinity).
