Thanks kevin, that's exactly what I needed!
For some reason I wasn't thinking a panel plugin would provide
keyboard shortcut functionality as well.
Maybe the two functionalists could be decoupled? i.e. a user might
want to control pulseaudio volume via multimedia keys but not want to
have the panel plug-in too?
Well, you are welcome to suggest this to the upstream
xfce4-pulseaudio-plugin maintainers. I don't know how closely tied
things are.
