kde: unable to create io-slave

Uh oh, looks like there is some breakage for latest kde update.  When I try
to attach a file to an email  I get a dialog box saying:

unable to create io-slave: klauncher said: Error loading
'/usr/lib64/qt5/plugins/kf5/kio/file.so'

The usual file choosing dialog box is blank (no files shown).

A little more info:

Could not open library '/usr/lib64/qt5/plugins/kf5/kio/tags.so'.
Cannot load library /usr/lib64/qt5/plugins/kf5/kio/tags.so:
(/lib64/libKF5KIOCore.so.5: undefined symbol:
_ZN10KFileUtils17makeSuggestedNameERK7QString)

Did you update the system and had yet not restarted the system?

Yes, that is correct.  I didn't want to risk restart because I have a
presentation on Wednesday.

You need to restart the graphical environment, not the whole system. It is
kind of expected for changes which touches base libraries, like this.

That error happens to me frequently when there is a substantial update 
to plasma/kf5 . Just need to restart plasma afterwards. Although I 
usually just reboot to apply latest kernel as well.
