Turn Off Edge of Window Max-sizing?

Is there any way to turn off the "feature" where, when you move a window 
to the edge of the screen, it maximizes?

Yes, System Settings --> Desktop --> Screen Edges, then un-check  "Maximize 
windows by dragging... "

System-settings -> Desktop -> Screen edges -> Maximize windows...
