I do not see my desktop, or anything else, listed.
Wireshark shows that the phone sends an identifying packet,
but I don't see any evidence that the laptop sends anything.
I wonder if anyone has had better luck?

Typically you have to do none of that.
On a recent system, I did following.
yum install kde-connect
systemctl disable firewalld
You might want to stop firewalld and see if it works and if it does it
is your choice to judicially disable it or open the ports for
kde-connect.
