Updates - A difference of opinion

Yesterday I enabled updates-testing and updated.

This update included kernel-4.19.15-300.  Today, dnf and pkcon tell me there are no
packages to update.

However, dnfdragora-updater is telling me there are 5 updates available in the
kernel-4.19.14-300 series.
None of the "refresh" options of dnfdragora clears it out.

So, where is it getting the idea that a lower version of the kernel needs to be install?

pretty much a FAQ.

dnf and PackageKit maintain separate cache for repo metadata, and these can 
often be out of sync with each other.

One thing that can help keep PK in sync with dnf, is to manually run:
'pkcon refresh'
(or 'pkcon refresh force'
after any operation where you use dnf (or dnfdragora)

Well, OK, but what I don't get is why when I have

4.19.15-300   any one of those would want to install a lower kernel of kernel-4.19.14?

and why

Sorry, I misread.

True, dnf and dnfdragora should certainly be using the same metadata cache.  
I cannot explain the difference in this case.  

One thing to consider:
File->Refresh metadata
