I'll test it as soon as I can reboot.
I tested your sddm.conf and unfortunately it has not solved the problem.
However, I did some troubleshooting and I found consistently occurring
warnings that might have something to do with the login loop:
Here's the relevant journal:

When I try to use weston as a compositor, I see no login screen at all,
just a blinking cursor in the upper left corner. There are no errors in
journal, weston just quietly quits.
If anyone can deduce anything from this info, I would be grateful.
I have GTX1630 card, but I do not use NVIDIA proprietary drivers.
