After updating to Plasma 5.23.2, Konsole is missing from the desktop pop-up menu (what the desktop settings refers to as the "Standard Menu").
Anyone know how to get it back?
I have the same issue. It is a fedora patch which allowed this option. And it seems that this patch does not work with this version of plasma.

That matches my understanding. I was going to look further into this, but I haven't been able to figure out which plasma package needs to be patched.
The patch was still in plasma-workspace 5.22
Patch name : plasma-workspace-5.21.90-konsole-in-contextmenu.patch.

I've updated the patch and built some test RPMs. You can find them at:

(I was unable to change the version & release numbers, because of cross- SRPM dependencies.)
They're working for me, although there's a rather cryptic comment in the SPEC file indicating that it might not. Feel free to give them a try.
