What is the expected difference between applications in the 'Administration' section and those in the 'System' section?

It could be argued that Administration would require a real action where on System the applications would be most informational. I agree that even this distinction can be tenuous. :-)

Where is the appropriate place for one to file a grievance about this? I was looking for system-config-display in the menu and this arbitrary split made my search significantly longer.
