Virtualization Guide の対応ありがとうございます。
全ガイドで日本語は ja にならないといけない、また混同を招かないよう ja-JP
があってはいけないので、ドキュメントチームの方とIRCで会話し、ドキュメン
トチーム側で txconfig ファイルを設定して修正してもらうことになりました。
反映されるまで少々お待ちください。

"ja" と "ja_JP" を統一する際に、"ja_JP" を使わないようにするため、
tx において "ja_JP" のメンバーを全員登録解除したようです。
そのため、"ja_JP" は編集できなくなっているものと思われます。
新しく "ja" のリソースを作ると、そこは編集できるかと思います。
