Please accept Japanese translationof rpm .po .

Hi,

The attached file is the Japanese translation of rpm .po file, worked by Jokagi-san.
I checked and confirmed this file format so that it will not break rpm complation.

Thanks for Fedora Linux and other communities, most part of open source operationg system
are translated into each non-English languages. Rpm is one of the indispensable system
software but it still keeps old Japanese translation of 5 years ago. Rpm can be said
to break total translation qualities of system-wide.

Accept this updated Japanese translation now:
- Will not break other languages
- Will not harm rpm behavior.
- Will prevent mis-operations by the people who is unfamiliar to English
- Will bring enthusiasms to the community as well as source code

Otherwise:
- You will got tons of uncomfortable spams similar to this mail. Spam filter cannot handle.
- Rpm software quality cannot beyond on that of Microsoft you love or proprietary, forever.
- etc.

msgfmt -o /usr/share/locale/ja/LC_MESSAGES/rpm.mo ja.po
LANG=ja_JP.UTF-8 rpm --help
LANG=ja_JP.eucJP rpm --help

どちらもそれぞれ正しい日本語コードセットで出力されていますが。
