according to your own links most relevant answer is that "globalization"
is synonymous with "internationalization". that seems to be true.
ie are actions aimed at "getting rid" of the program on the
characteristics of the country where this program has been developed
(assuming the replacement of "imperial system of measure" on the
"decimal system of measurement" or something like that)
so there is absolutely no need for a separate project of "globalization".
