We, FUEL Community [1], are in discussion with SICSR [2] and some other institutes to introduce a formal curriculum on GILT (Globalization, Internationalization, Localization, Translation) technology which can be taught either as short term or long term course. This was outcome of discussions at past FUEL GILT Conference and FUEL meetings in Gnunify. Please refer the mail by Karunakar:

I never heard of this project, maybe having a description page on the wiki explaining the history of the project and the link with Fedora would help (for newcomers). Linking existing pages to that definition one would be a plus.
Anyway, having a global data "Frequently Used Entries for Localization" is a great project. Also is the curriculum on GILT. I'll have a look.
