This bug is for German translations, but it should be better for
upstream to collect any translations in one bug...?

you have to open a bug report against the module.

Unfortunately, transifex is currently missing this vital information
for some modules, so you should take a look at older damned lies,
which had this info available for most modules:

Good point. I've updated the page to have a link for submissions.

FWIW, we already have a ticket open to add links to ticketing systems.
Until then, we can easily embed this information in the description of
the project.
