"Modularity" is the name of a project. It is a modular approach – yes,
but even the logo contains the name "fedora modularity".
Concentrating now on "Fedora 27 Modular Server": I am running right now
in this issue with the translation of the documentation for it. They
use it there definitely as a given name for the server variant.
yes, this is descriptive, as it is a result of the Modularity project,
but it is also a given name in this case, as it differentiates this one
from other server variants. – As you mentioned by yourself: Fedora
Cloud, Fedora Atomic …
So: Better use "Fedora 27 Modular Server" in every language
But just my 2 cents …
